Podgorica, 13 November 2017 – The aim of the Law on Civil Servants and Citizens and of the Law on Local Self-Government is the modernisation of the civil service system in line with the latest human-resource management practices, it was announced during the presentation of these laws by the Ministry of Public Administration at the EU Info Centre.

“The employment process should be set up in a way so as to check knowledge, skills and competence, all in order to select the candidate that is most competent for a particular job,” said Nedeljkovic-Vukcevic.
The ability of all candidates will be checked by a special commission.
“The Human Resource Authority, as a central body for human-resource management, will be formed by the commission, which will perform the capability check. Apart from the representatives of the Human Resource Authority, in the commission there will be a representative of the body with which the work contract is to be signed and there will be a third person who is independent and chosen from a list drawn up by the Human Resources Management Commission,” explained Nedeljkovic-Vukcevic.
According to this law, the decision on employment within the ministry will not be taken by the minister, but by a person who holds the office of a high-ranking member of staff.

The law also envisages the professionalization of the Complaints Commission and the Disciplinary Board, which will decide on serious violations of official duties.
The Director General for Local Self-Government, Jadranka Vukcevic, pointed out that the reasons for adopting the new Law on Local Self-Government were to provide a better legal framework for the successful functioning of the system.
“The key recommendations provided by the Ministry of Public Administration are to ensure the constitutional right of citizens to local self-government and to clearly outline the deadlines for the constitution of the assembly and the election of the president of the assembly,” concluded Vukcevic.
