Green Economy Financing Facility (GEFF)

Strengthening the green economy through investments in energy efficiency is one of the key priorities of the European Union. Also, energy efficiency lies at the heart of EU’s Energy Union.

The EU and the European Bank for Reconstruction and Development (EBRD) have launched the Green Economy Financing Facility (GEFF) to support businesses and homeowners who wish to invest in green technologies. The GEFF is a part of the Regional Energy Efficiency Programme (REEP), which helps the Western Balkans countries to unlock their energy efficiency potential. In 2016, the programme transitioned to REEP Plus in order to continue to support energy efficiency investments in the Western Balkans, particularly in the housing sector.

The GEFF programme for the Western Balkans is worth €135 million, with over €27 million being earmarked for Montenegro for the purposes of giving loans to Montenegrin households for financing energy efficiency improvements. In other words, the EU’s support, channelled through the EBRD’s Green Economy Financing Facility, will help Montenegrin citizens to improve the energy efficiency of their homes.

Homeowners benefiting from the programme will also be eligible to apply for an EU grant of up to 20% of their investment.

Improving a meat processing facility

  • It is implemented by “Turo” LLC and has resulted in the construction of a modern meat processing facility. In order to improve the quality and volume of production, this project also helped purchase the necessary accompanying equipment.

Construction of a winery

  • It was implemented by Terrae car LLC and resulted in the construction of facilities for the production and storage of 40 tons of grapes, or 24,000 liters of wine. The winery consists of a tasting room, a facility for rapid fermentation and a facility for sanitary needs. The project also helped purchase equipment for winemaking and aging.

Construction of an intensive perennial apple orchard

  • It is implemented by Naše voće LLC in order to support the raising of an intensive apple orchard of around 37,000 seedlings on an area of about 11.45 hectares with accompanying equipment.

Construction of a multi-tunnel greenhouse

  • It is implemented by Goran Radinović’s family farm with the aim of supporting the construction of a multi-tunnel greenhouse for strawberry production, covering a total area of 1,320 m2. Production in such a technically advanced multi-tunnel greenhouse ensures the growth and harvest of a quality product throughout the year and even multiple times higher yield compared to open-field production.

Modernisation of existing production facilities through purchase of equipment and construction of a poultry cage with associated equipment

  • It is implemented by Alkoset LLC with the aim of modernising the existing laying hen farm with Big Dutchman equipment and meeting EU animal welfare standards. Also, the construction and outfitting of poultry cages will contribute to a reduction of production input costs.

Get to know Roma and then make your own judgment – UROP

  • It was implemented by Walk with us – Phiren Amenca, a youth Roma organisation, with the aim of enhancing social inclusion of Roma people by increasing the degree of respect for and acceptance of diversity in society. I also looked to increase Roma youth enrolment in educational institutions through an online platform during the COVID-19 pandemic.

Breastfeeding School

  • It was implemented by the Centre for Counselling and Personal Development, with the aim of providing sufficient information about the benefits of breastfeeding and improving the prenatal and postpartum support system for women in the municipality of Tivat.

CattaroSail

  • It was implemented by the Bokovac calafate workshop, with the aim of protecting and promoting the culture of making traditional wooden ships as part of the local cultural heritage and familiarising the general public with the culture of sailing. The grant also provided training for young sailors on the importance of traditional wooden craft.

Implemented by the NGO Monitor Center for Media and Democracy, with an aim to help reducing the level of peer violence against Roma youth. In order to raise awareness of peer violence against members of the Roma community, this sub-grant included production of several research articles. In the research process were also involved journalists from the Roma portal “Romalitika”.
